Sports Academy Guidelines to Become an IREFs Member
1. Licensing and Regulatory Compliance (General Principles)
The establishment and operation of a sports academy necessitate various licenses and registrations from different government tiers.
2. Facility and Infrastructure Requirements
The infrastructure of a sports academy must be meticulously designed to support comprehensive athlete development, training, and well-being in a safe environment.
- A. Core Training Areas
- Sport-Specific Fields/Courts: Provide an adequate number and size of high-quality playing fields, courts, tracks, or specialized training areas tailored to each sport offered (e.g., FIFA-standard football pitches, FIH-standard hockey turfs, IAAF-standard athletic tracks, BWF-standard badminton courts, FINA-standard swimming pools, indoor arenas, gymnastics halls, combat sports mats, shooting ranges).
- Surface Quality & Maintenance: All playing surfaces (natural grass, artificial turf, wooden courts, synthetic tracks, clay courts etc.) must meet relevant national/international sports-specific standards for safety, optimal performance, and injury prevention. Implement a rigorous, documented schedule for regular inspection, maintenance, and repair of all surfaces.
- Ancillary Training Spaces:
- Strength & Conditioning: A well-equipped gymnasium with appropriate free weights, resistance machines, and cardio equipment, suitable for sports-specific physical preparation.
- Flexibility & Recovery: Dedicated areas for yoga, stretching, pilates, and recovery modalities.
- Specialized Labs: For high-performance academies, consider sports science labs for biomechanics analysis, physiological testing, and psychological conditioning.
- Lighting: Ensure uniform and sufficient illumination for both indoor and outdoor training areas, including specific lux levels required for evening sessions and competitive play, to prevent eye strain and enhance safety.
- B. Athlete Support & Residential Facilities (If Applicable)
- Changing Rooms & Washrooms: Ample, well-designed, clean, and hygienic changing rooms, showers, and washroom facilities, with separate provisions for male, female, and potentially para-athletes. Maintain strict daily cleaning logs.
- Medical & First Aid Centre: A dedicated medical room/clinic staffed by qualified medical personnel (e.g., doctor, nurse, physiotherapist) during operational hours. It must be equipped with essential first-aid supplies, emergency medical equipment (including AED), and facilities for initial injury assessment and basic treatment.
- Physiotherapy & Rehabilitation Unit: A dedicated area with specialized equipment and qualified physiotherapists for injury prevention, immediate care, rehabilitation, and recovery.
- Dormitories/Accommodation (for Residential Academies): Safe, secure, hygienic, and comfortable living spaces with adequate bedding, personal storage, ventilation, and access to natural light. Separate wings/blocks for male and female athletes, with appropriate supervision and segregation protocols.
- Dining Facilities (for Residential Academies): A hygienic kitchen and dining area providing nutritious, balanced, and sports-specific meals, adhering to strict food safety (FSSAI) standards. Qualified nutritionists should oversee meal planning.
- Potable Drinking Water: Easily accessible, safe, and purified drinking water facilities throughout the academy premises.
- C. Safety & Emergency Infrastructure
- Emergency Exits & Signage: Clearly marked, well-lit, and unobstructed emergency exits and evacuation routes. Prominently display assembly points outside the facilities.
- Fire Safety Systems: Implement a comprehensive fire safety plan, including appropriate fire extinguishers at designated locations, smoke/heat detectors (for indoor facilities), and a functional fire alarm system. Regular inspections and drills are mandatory.
- Security Measures: Robust security protocols including trained security personnel, controlled access points, perimeter fencing, and strategically placed CCTV surveillance in common areas, corridors, and entry/exit points (respecting privacy in private areas).
- Equipment Safety: All sports equipment (e.g., gym equipment, goalposts, nets, gymnastic apparatus, weightlifting platforms) must be of high quality, certified to relevant safety standards, regularly inspected for wear and tear, and properly secured to prevent accidents. Defective equipment must be immediately tagged, removed from service, and repaired or replaced.
- Impact Protection: Install appropriate padding, safety nets, or soft-landing areas in high-risk zones (e.g., gymnastics, combat sports, indoor court perimeters) to mitigate impact injuries.
- Emergency Action Plan (EAP): Develop a detailed, sport-specific EAP for all foreseeable emergencies (e.g., sudden cardiac arrest, spinal injuries, heat stroke, fire, natural disasters, mass casualty events). - Anti-Doping Policy & Education: Implement a strict zero-tolerance anti-doping policy in line with NADA (National Anti-Doping Agency) and WADA (World Anti-Doping Agency) guidelines. Provide mandatory anti-doping education to all athletes and coaching staff. Crucially, academy staff, including coaches, must never prescribe, recommend, or promote any kind of performance-enhancing drugs or unapproved supplements.

To ensure comprehensive athlete development and welfare, sports academies should make provisions for the following sport sciences support personnel and facilities. Academies should ensure these experts are qualified and available, whether in-house, on retainer, or through formal tie-ups.
- Physiologist: Qualified professional to monitor and guide athlete physiological adaptation to training.
- Sports Masseur: Skilled personnel for recovery, muscle care, and injury prevention through massage therapy.
- Sports Nutrition Experts: Certified professionals to provide personalized dietary plans and nutritional guidance.
- Doctor/Sports Injury Management Team: Medical doctors with expertise in sports medicine to diagnose, treat, and manage sports-related injuries.
- First Aid Room: A dedicated and well-equipped room for immediate medical attention.
